تعمل منظمة الأغذية والزراعة والاتحاد الأوروبي على دعم البلدان المنتجة للكاكاو (كوت ديفوار وغانا والكاميرون) لتحسين الاستدامة الاقتصادية والاجتماعية والبيئية طويلة المدى لسلاسل قيمة الكاكاو.

ما الذي على المحك 

تعد كوت ديفوار وغانا أكبر مصدري الكاكاو في العالم. وتشكل صادرات البلدين مجتمعة، إلى جانب الكاميرون، ما يقرب من ثلثي الصادرات العالمية، ويعتبر الاتحاد الأوروبي من بين أكبر المستهلكين.

ويعتمد الملايين من صغار المزارعين في البلدان الثلاثة على الكاكاو لكسب عيشهم، إلا أن الكثيرين لا يزالون يعيشون تحت خط الفقر. 

أطلقت المبادرة العالمية لإنتاج الكاكاو المستدام استجابةً لقرار عام 2019 الذي اتخذته كوت ديفوار وغانا لتطبيق فارق الدخل المعيشي لمزارعي الكاكاو. ويتماشى هذا القرار مع تشريعات الاتحاد الأوروبي الجديدة التي تضمن دخول السلع المستدامة اجتماعيًا وبيئيًا فقط إلى سوق الاتحاد الأوروبي. وتتناول هذه المبادرة بعض التحديات مثل انخفاض دخل المزارعين، وإزالة الغابات، وعمالة الأطفال.

  • على المستوى العالمي، استفادت منظمة الأغذية والزراعة من خبرتها الفنية لتقديم الدعم الاستراتيجي في مجال السياسات لمحادثات الكاكاو في الكاميرون وكوت ديفوار وغانا.
  • من خلال هذه المبادرة، أجرت منظمة الأغذية والزراعة دراسات مختلفة حول سلسلة قيمة الشوكولاتة والكاكاو، وشملت هذه الدراسات تحليل تكاليف وهوامش سلاسل قيمة الشوكولاتة في فرنسا وألمانيا.
  • على المستوى الإقليمي، تقدم منظمة الأغذية والزراعة مساعدة فنية طويلة الأجل لأمانة مبادرة الكاكاو بين كوت ديفوار وغانا بشأن تنفيذ سياسة فارق الدخل المعيشي في البلدين.
  • كما تقدم منظمة الأغذية والزراعة الدعم للبلدان على المستوى الوطني: 
    • في الكاميرون، تناولت المحادثات الوطنية حول الكاكاو القضايا المتعلقة بديناميكيات الأسعار والسوق، والشفافية، وإمكانية التتبع، وأنظمة الإنتاج المستدامة.
    • في كوت ديفوار، قدمت المنظمة الدعم الفني لتعزيز النظام الوطني للإنذار المبكر برصد الغابات وإزالتها، ورسم خرائط للغطاء الأرضي واستخدام الأراضي.
    • في غانا، تساعد المنظمة مجلس الكاكاو الغاني في إطلاق نظام وطني للتتبع (نظام إدارة الكاكاو) لتعقب الكاكاو من المزرعة إلى نقطة الشحن، كما تساعد في إنشاء منصة لأصحاب المصلحة المتعددين (مرصد الكاكاو في غانا) لتنسيق برامج قطاع الكاكاو في البلاد وتتبعها.
