The catalytic use of TCPs to mobilize resources
In the RAF region, FAO Somalia reported that through TCP projects the office provided technical assistance to the government in the areas of data and information management for increased crop production, sustainable livestock, fisheries and aquaculture management, climate change adaptation, nutrition, food security and rural development. FAO Lesotho reported that a TCP project supported GEF project development in collaboration with three agencies (FAO, IFAD and UNDP). FAO Tanzania reported that a TCP enabled mobilization of resources from the European Union to support plant health services.
In the RNE region, FAO Sudan managed to leverage donor support through TCP from the International Khalifa Award for Date Palm and Agricultural Innovation, building on the successes already achieved. FAO Yemen used TCPs to support diagnostic studies conducted under a related Hand-in-Hand Initiative (HiHi) coffee value chain analysis project, opening the way for the mobilization of further resources, including from the private sector, to support coffee production in Yemen. In Syrian, TCPs in 2022 focused on support for extension services to become more market oriented.
In RLC, in Saint Vincent and the Grenadines a TCP project is driving innovative financing and sustainable investments toward food system transformation and achieving SDGs in the Caribbean. In Antigua and Barbuda, TCP was used to implement evidence-based interventions to strengthen smallholder resilience to climate change, including the availability of and access to water resources and improve water use efficiency in agricultural production. The TCP was also used to support the development of a USD 14 million Adaptation Fund proposal at the subregional level.
In the RAP region, FAO Mongolia successfully used TCP funds to support the piloting of climate-smart approaches in livestock production systems and to improve local dairy processing. Mongolia was also one of the seven targeted countries for the Implementation of Codex Standards to support containment and reduction of foodborne Antimicrobial Resistance (AMR).
FAO Bangladesh successfully provided technical assistance to the government in the areas of crop production, livestock, fisheries and aquaculture, forestry, nutrition, food safety, and rural development. In Nepal, TCPs include supporting the government to design road maps for larger interventions and further fund mobilization from potential donors and development partners including from the government.
In the REU region, the TCP for “Emergency support to vulnerable smallholder farming households in Moldova to mitigate the effects of supply chain disruption caused by the Ukraine conflict” catalysed additional USD 2.2 million for the emergency programme and to support smallholders. Another TCP in Moldova supported the Ministry of Environment in the formulation of a GCF project proposal on increasing Carbon Removals from Forests and the Agrifood Sector. The budget for this investment project was tentatively estimated at USD 15 million.
