The catalytic use of TCPs to mobilize resources

 

In RAF region, FAO Angola reported nine initiatives in preparation, amounting to USD 73.1 million, in collaboration with five resource partners which have emerged through various TCP-related or TCP-funded activities. A TCP in Senegal aimed at improving farming practices, enabled the Government to mobilize USD 50 million through the African Development Bank, while a ‘Hand-in-Hand’ project in Burkina Faso had succeeded in securing an investment plan amounting to USD 500 million of which 23 percent has already been mobilized.

 

In the RNE region, based on the findings of a TCP, FAO Egypt succeeded in formulating and mobilizing resources for two major projects on modern irrigation and climate change, as well as other projects on agriculture productivity with a total funding of around USD 23 million. A TCP in Tunisia targeting the organic agriculture sector gave rise to a USD 4.2 million GEF project. In Algeria, two GEF projects worth over USD 5 million are being formulated as a result of a TCP on sustainable towns/villages and protected area management.

 

Some catalytic examples from REU region include the TCP “Post-Fire Restoration Activities of Forest and Maquis Ecosystems in Mugla Province” in Türkiye, resulting in a follow-up World Bank for Climate Resilience Forestry Project loan of USD 400 million aiming to improve ecosystem services in the areas effected by wildfires. In Moldova, the TCP "Emergency support to vulnerable smallholder farming households in Moldova to mitigate effects of supply chain disruption caused by the Ukraine conflict" led to the continuation of the emergency programme initiatives both on the side of the government and of other resource partners. An additional USD 3 million were mobilized in 2023 for the emergency programme and to assist smallholders with the support of the Swiss Agency for Development and Cooperation and the Government of Japan. A distribution of agricultural inputs was conducted in order to mitigate the effects of supply chain disruption caused by the conflict in Ukraine.

 

In RAP region, a TCP in Bangladesh was formulated to provide the necessary technical assistance to identify government priorities for food and agricultural system transformation. The results of the TCP assisted the Ministry of Agriculture to develop the ‘PARTNER’ project (Programme on Agricultural and Rural Transformation for Nutrition, Entrepreneurship and Resilience), the largest World Bank‑funded project in Bangladesh to date, with a budget of USD 543 million. A 2023 TCP in China to support the sustainable management of black soils in Jilin Province through conservation agriculture practices, contributed to the development of a GEF project entitled "Ecological and Low-Carbon Food Systems in China" with a USD 20 million GEF grant and USD 140 million government co-financing.

 

In RLC region, a TCP in Haiti aimed at assisting vulnerable farmers in the south of the country and contributed to the development of a Green Climate Fund project worth USD 19.4 million. In Honduras a TCP on fisheries and aquaculture contributed to the mobilization of USD 12 million from the Green Climate Fund via the Flexible Voluntary Contribution (FVC) mechanism.
